The Lords of Chaos
Some say that the two most primal forces in the multiverse are Law and Chaos. Law is represented by all that is living, be it good or evil, while Chaos is represented by a swirling wind-blown plane known as Limbo.
The denizens of this realm defy logic – as they take the form of living creatures, yet represent all that is opposed to life. The most powerful of these illogical beings are known as “The Lords of Chaos” (or sometimes simply “Chaos”).
Whether “The Lords” are meant literally as a collection of multiple beings, or whether there is only one “Lord” has been the subject of much debate over the millenia. The few reputable stories involving “The Lords” indicate that he/they refer to himself/themselves as both singular and plural – oftentimes switching tenses mid-sentence.
Recently, The Lords were briefly allied with The Shadowlord during his battle to conquer the Prime World. This turned out to be a deception to hide Shadow's true intent to conquer Limbo. Later, though, Chaos turned the tables and managed to use the Voyager heroes against Shadow.
As of 1111, Limbo is back under control of The Lords, and Shadow has been forced to devote all his energy to retain control over The Elemental World.
